Edit2: Maybe instead of a + linking to the forums by the “Latest Forum Talk” section, there could be a + that links you to make a new thread. That way it would be just like the + by the “Most Recent Blogs” section.

For Edit1: No. DST works differently across the globe.
For Edit2: No, this layout won’t be kept anymore.
