A “viewpost.php”. Shows a single post, just like how it would appear in a thread, but at the top lists the name of the thread it’s in and the post number (e.g. #5 would be the 5th post in the thread). Clicking on the thread title links back to the original thread.
Then, ‘Permanent Link’ would then just be a link to the page for that post. Easy.
For example, in VBulletin:
